Digital transformation in Belarus: towards the perspective of citizen-centered e-government

The project which I am looking to implement relates to the digital transformation of Belarus, proceed-ing from the practices of both neighboring countries and countries-leaders in UN e-government rating.

Main challenges and problems faced by the Belarus at this point are as follows: the public officials lack the strategic vision necessary for the effective e-governance mechanisms’ implementation. The process itself lacks transparency and accountability, making it impossible for the citizens to be aware of what is going on in this sphere. Also, e-services in Belarus and Ukraine are underdeveloped, as compared to the level of infrastructure development and human capital in both countries, also there is lack of reciprocal digital channels of communication between public bodies and citizens. That said, there is a necessity not only to accomplish the analysis of e-services’ state-of-the-art development in the public bodies, but also to suggest certain solutions to the current problems, based on the best prac-tices of the foreign countries.

Accordingly, the aim of the project is to establish a cooperation between research, practitioners and stakeholders in Belarus, Ukraine and Germany for sharing knowledge on citizen-centric digitalisation of public services for increased quality of government and providing sustainable solutions for local development.

Vasil Navumau


Vasil Navumau completed his PhD at the Institute of Philosophy and Sociology at the Polish Academy of Sciences. His research interests lie at the intersection of such areas as comparative analysis of contemporary protest trends in the Eastern European countries, challenges to the local societies and cultures under the influence of globalization and ICTs, analysis of social media and digital communities. Within five years of his academic endeavors, he implemented several research projects in Germany, Estonia, Swe-den and Poland, focusing on the analysis of the transformation of societies and activism in Belarus, Russia, and Ukraine with the advent of the Internet, which resulted in several publications. As a civic activist, he is striving to raise the awareness of Belarusians on the best practices of e-government in the foreign countries, and also establish and enhance the cooperative networks between the civic or-ganisations, that were forced to leave Belarus in 2020-2021.

Human Constanta

Human Constanta is a Belarusian human rights organization registered in 2016, in Minsk. The NGOs has been working in three key dimensions both on a local and national level: a) protection of the rights of foreign citizens and stateless persons; b) promotion of anti-discrimination; c) digital freedoms and rights. While the current situation with human rights in Belarus remains abysmal, we inform the inter-national community about the violations in Belarus, and cooperate with civic initiatives in urban envi-ronment that are aspiring to become the decision-making centers in the near future.
